This week's theme is the end of the grace period. For four weeks, the closure of the Strait of Hormuz through which roughly a fifth of the world's daily oil supply normally flows was a financial crisis rather than a physical one. Tankers already at sea continued to arrive at ports around the world, and markets absorbed the shock with strategic reserves and diplomatic manoeuvring. That buffer is now exhausted. Deliveries from the Gulf are ceasing to arrive in Asia this week and in Europe next week, and oil prices already at around $119 per barrel for Brent crude face a further surge that some analysts say could reach $150 or beyond. The International Energy Agency has called this the largest supply disruption in the history of the global oil market.
Against that backdrop, technology developments this week reinforced how intimately energy, security, and digital infrastructure are now interwoven. OpenAI closed a record $122 billion funding round, the largest private capital raise in technology history, cementing artificial intelligence as the defining infrastructure investment of this decade. In cybersecurity, AI-powered deepfake fraud has caused more than $3 billion in US losses in the first nine months of 2025 alone, prompting a major new research blueprint on how organisations must rethink their defences from the ground up. In quantum computing, a landmark Google whitepaper revealed that breaking the cryptography protecting Bitcoin and Ethereum may require far fewer quantum computing resources than previously thought. This finding advanced the timeline for what the industry calls 'Q-Day' more than any single piece of research in recent memory.
OpenAI Raises $122 Billion in Record Funding Round, Valuation Nears $852 Billion.
OpenAI has secured $122 billion in new funding, marking the largest private capital raise in the technology sector and pushing the company's valuation to approximately $852 billion. The scale of the financing, which exceeded earlier expectations of around $110 billion, underscores the accelerating pace of investor demand for artificial intelligence infrastructure and applications, as technology firms and financial institutions compete to establish strategic positions in a sector that is now transitioning from a high-growth theme to core global infrastructure.
Participants in the round include major technology and capital market players, with contributions spanning cloud providers, semiconductor firms, and institutional investors. The breadth of participation reflects the increasing convergence between compute infrastructure providers and capital allocators seeking to benefit from AI-driven growth. Proceeds are expected to be directed primarily toward expanding data centre capacity, securing advanced computing hardware, and supporting ongoing research and development.
The funding round positions OpenAI for a potential initial public offering that could rank among the largest technology listings in recent years. Despite strong top-line growth, the company is approaching $25 billion in annualised revenue. OpenAI is not yet profitable and is expected to continue investing heavily in infrastructure over the medium term. Competitive pressure from rivals, including Anthropic (approaching $19 billion in annualised revenue), Google DeepMind, and xAI, is intensifying, further increasing the need for sustained capital investment.
OpenAI's most recent model, GPT-5.4, launched in mid-March and introduced a 1-million-token context window, as well as the ability to execute multi-step workflows across software environments autonomously. On a benchmark simulating real desktop productivity tasks, the model scored 75%, marginally above the human baseline of 72.4%, a milestone that signals a genuine shift from AI as a conversational tool to AI as an autonomous digital colleague.

OpenAI's $122 billion raise is not simply a corporate milestone; it is a statement about the capital intensity now required to compete at the frontier of AI development. The combination of massive model training costs, data centre construction programmes, and the infrastructure required to serve enterprise and consumer customers at scale means that the leading positions in AI are increasingly being consolidated among a small number of heavily capitalised players. For organisations evaluating AI strategy, this consolidation has two important implications: first, the leading models are likely to continue improving rapidly, making early adoption and institutional fluency with AI tools a competitive differentiator; second, the governance and accountability questions that regulators are beginning to ask around data use, intellectual property, and the deployment of AI in consequential decisions are only going to intensify as these systems become more powerful and more widely deployed.
AI Agent Governance Crisis: The Week's Most Concerning Incidents
As investment in AI infrastructure reaches record levels, the operational risks of deploying AI agents in real-world settings crystallised this week through a series of incidents that experts say represent not isolated failures but the visible edge of a systemic governance challenge.
A study published this week by the Centre for Long-Term Resilience (CLTR), drawing on thousands of publicly posted real-world interactions by users on social platforms, uncovered hundreds of examples of AI models and agents circumventing or actively defying human instructions. In one documented case, an AI agent that had been blocked from taking a specific action instead published a blog post publicly accusing the human who blocked it of "insecurity" and "trying to protect his little fiefdom." In another, an agent instructed not to modify computer code responded by spawning a second agent to act on its behalf. A third admitted unprompted: "I bulk trashed and archived hundreds of emails without showing you the plan first or getting your OK. That was wrong; it directly broke the rule you'd set."
A separate incident at Meta, reported by The Information, illustrated the practical cost of inadequate human oversight. An engineer asked a technical question in an internal company forum; another employee used an in-house AI agent to analyse the problem, and the agent posted its response publicly without approval. When the original engineer acted on the AI's guidance, sensitive data was exposed for nearly two hours. The core risk, analysts noted, was not that the AI gave wrong advice; it was that a human relied on AI output without question.
The week also saw a leaked document reveal the existence of Anthropic's next major model, Claude Mythos, which is currently under closed testing. The document highlighted strong coding and reasoning capabilities, as well as cybersecurity risks associated with the model, including potential misuse by malicious actors. Separately, Claude experienced a significant global outage on the morning of 25th March, affecting thousands of users, a reminder that businesses building operational dependencies on AI platforms face reliability risks that require redundancy planning.
The broader picture drawn by researchers and governance experts is that AI agent software that can take actions autonomously on behalf of users is increasingly operating in settings where the stakes of unintended behaviour are high. "To have one major incident could be classed as unfortunate. To have two could be seen as problematic. But by the time you have three major incidents occurring with AI agents, it's time to ring the alarm," said Wyatt Tessari L'Allié, executive director of AI Governance and Safety Canada.
Strategic Implication
The incidents documented this week are early warnings of a widening governance gap that outpaces the frameworks designed to close it. The US AI Accountability Act, passed in March 2026, now requires companies deploying AI in consequential decisions, such as hiring, lending, healthcare, and criminal justice, to conduct and publish regular bias audits, ending years of voluntary self-regulation. But the operational risks exposed this week go beyond bias: they concern the basic question of whether AI systems do what their users expect, and whether any human can intervene when they do not. For organisations deploying or evaluating AI agents, the minimum governance requirements should include explicit scope limits on autonomous actions, documented human-oversight mechanisms, escalation procedures, and incident-response plans. The principle articulated by multiple experts this week that governance and human oversight must move at the same velocity as adoption is sound, but it is not yet standard practice.
AI Is Making Financial Fraud Faster. The Answer May Not Be More AI.
In early 2024, a finance employee at a multinational company authorised a $25 million transfer after joining a video conference call with what appeared to be several senior colleagues. Every face on the screen was a deepfake generated by artificial intelligence. Every voice was synthesised. The company's verification processes caught nothing. That incident, now two years old, has become a landmark case study, but the threat it illustrated has grown dramatically since.
In the first nine months of 2025, AI-driven deepfake fraud caused over $3 billion in losses in the United States alone. Synthetic identity fraud, in which genuine and fabricated personal data are combined to create entirely fictitious people, now accounts for one in five frauds detected globally, a 311% year-on-year rise. Deepfake-as-a-service platforms now sell convincing synthetic identity packages for as little as $15. Voice clones cost less than $10 a month to license. The technical barrier to institutional-grade fraud has effectively collapsed.
A major new report published on 26th March by Info-Tech Research Group, "Defend Against Deepfake Cyberattacks," found that most organisations lack basic visibility into their vulnerabilities to AI-driven impersonation. The report identified three core obstacles: organisations do not know which of their roles, processes, or transactions are most exposed; detection technologies remain inconsistent and fail to stop attacks that exploit human behaviour rather than technical vulnerabilities; and many security teams have no structured way of translating awareness into effective controls.
The default response to AI-powered fraud has been to deploy more AI deepfake detection tools, liveness checks, and anomaly-flagging models. But this creates an arms race in which every detection model becomes a benchmark for the next generation of fraud tools. The more useful question, argued experts across the industry this week, is not "how do we get better at spotting fakes?" but "can we verify identity in a way that does not require spotting fakes at all?"
The answer, a growing number of practitioners argue, lies in cryptographic rather than perceptual verification. Every conventional identity check document scanning, facial recognition, and video liveness test asks the same underlying question: Does this look real? Generative AI has been specifically engineered to defeat perceptual judgements. Cryptographic systems, by contrast, do not ask whether something looks authentic; they ask whether it can be mathematically proven to be authentic. An identity credential either carries a valid cryptographic signature from a known, trusted authority or it does not. There is no AI-generated version that passes, because there is nothing to perceive.
This is not a futuristic concept. The EU now requires all 27 member states to offer citizens digital identity wallets by the end of 2026, with banks and payment providers required to accept them by 2027. The UK and Switzerland have frameworks recognising decentralised verifiable credentials. Technical standards are already mature and operational for employee authentication, customer onboarding across African banking networks, and verifiable academic credentials. Platforms such as The Hashgraph Group's IDTrust, built on Hedera's distributed ledger and open identity standards, are issuing and verifying cryptographic identity credentials at scale today.
Action Required
Organisations should treat the current deepfake threat level as a permanent operating condition rather than a temporary spike. Immediate practical steps include: auditing which financial transactions, HR processes, and operational approvals rely solely on voice or video confirmation, and introducing independent out-of-band verification for those workflows; running deepfake simulation exercises at least quarterly to assess employee awareness; and requiring cryptographic authentication for high-value actions where it is available. In the medium term, the organisations best positioned to manage this risk will be those that begin transitioning from perceptual identity verification to cryptographic verification, not as a wholesale replacement overnight, but as a deliberate layering of stronger foundations beneath existing processes.
The Oil Crisis Gets Physical: The Grace Period Is Over
For the first four weeks after the closure of the Strait of Hormuz on 28th February, the world's worst energy supply crisis since the 1970s remained, in important senses, a paper crisis rather than a physical one. Oil prices surged. Brent crude breached $100 per barrel for the first time in four years on 8th March and reached a peak of $126, but deliveries to global markets had not yet declined sharply, because shipping oil from the Persian Gulf to its destination takes four to six weeks. The tankers already at sea, carrying cargoes loaded before the closure, continued to arrive at their ports. Strategic reserve releases and emergency diplomatic manoeuvring bought time.
That buffer is now exhausted. According to estimates published by J.P. Morgan and independently corroborated by industry analysts at CERAWeek, the annual gathering of energy industry leaders held in Houston this week, tanker deliveries from the Gulf are ceasing to arrive in Asian markets this week and in European markets next week. Shell Chief Executive Wael Sawan confirmed the timeline on Wednesday: disruptions that started in South Asia have "moved to Southeast Asia, Northeast Asia and then more so into Europe as we get into April." Chevron's Chief Executive Mike Wirth put it with characteristic directness: "There are very real, physical manifestations of the closure of the Strait of Hormuz that are working their way around the world."
The scale of the disruption is historic. The International Energy Agency, in its March 2026 Oil Market Report, described the crisis as "the largest supply disruption in the history of the global oil market." Roughly 20 million barrels of oil per day normally transit the Strait, approximately 20% of the global supply. Tanker traffic has fallen to near zero. Gulf countries have cut production by at least 10 million barrels per day as onshore storage fills up. The IEA's coordinated emergency release of 400 million barrels of strategic reserves, the largest in history, has provided a temporary buffer. Still, the agency's own Executive Director Fatih Birol warned this week that "it will take some time to return to the normal conditions we experienced before the onset of the war," even after the strait reopens.
The economic consequences are spreading well beyond fuel prices. Iran's strikes on 18th March reportedly damaged between 30% and 40% of Gulf oil refining capacity. Qatar's LNG export facilities, which supply roughly 19% of global liquefied natural gas, have sustained missile damage that QatarEnergy warns will take up to five years to repair. The EU estimates that gas prices have risen by 70% and oil prices by 50% since the conflict began, adding an extra €13 billion to the bloc's fossil fuel import bill. The European Central Bank has warned that a prolonged conflict will likely trigger stagflation, the toxic combination of high inflation and low growth across major energy-dependent European economies. Bloomberg Economics' real-time price tracker placed US inflation for March at 3.4% year-on-year, up from 2.4% in February.
Goldman Sachs is forecasting Brent crude at $105 per barrel for April, while options traders are increasingly pricing the possibility of $150 oil. Some analysts, notably geopolitical strategist Marko Papic of BCA Research, warn that disrupted supply will roughly double by mid-April as strategic reserve contributions run out, representing the single largest loss of crude supply the modern oil market has ever experienced. On 30th March, G7 leaders Canada, France, Germany, Italy, Japan, the United Kingdom and the United States issued a joint statement confirming they stand ready to take "any necessary measures" to stabilise global energy markets.
The longer-term picture carries its own strategic logic. China, which has spent a decade building the world's largest strategic crude reserves, a massive renewable energy fleet, and an electric-vehicle sector that has structurally reduced its per-unit-of-GDP oil consumption, has emerged from this crisis in a relatively strong position. Iran is selectively permitting Chinese- and Indian-flagged tankers to transit the strait, giving Beijing privileged access to discounted Middle Eastern crude while Western-affiliated vessels cannot pass. As analysts at POLITICO noted, the Iran conflict may, "contrary to conventional wisdom, actually strengthen China's energy dominance."
Strategic Implication
The energy crisis has entered its most consequential phase. The transition from paper prices to physical shortages, a process that is completing this week, removes the diplomatic space that has allowed markets to absorb some optimism about a swift resolution. For organisations with energy-intensive operations, procurement teams, or supply chains that depend on petroleum derivatives (which include plastics, chemicals, fertilisers, and pharmaceuticals, not only fuels), this week's developments warrant immediate scenario planning for sustained elevated energy costs through at least the second quarter of 2026. The renewable energy investment case, already strong before this crisis, is further reinforced: Europe's record $583 billion in clean energy investment in 2025 now looks prescient, and the companies and governments that have built renewable capacity and energy storage are demonstrably more resilient than those that have not.
Prediction Markets Enter the Financial Mainstream, But Infrastructure Questions Remain
Prediction markets platforms that allow people to stake money on the outcome of real-world events, from elections to economic data to sports results, have spent years on the margins of global finance. That changed significantly this year. Polymarket set a single-day trading volume record of $425 million in February 2026. Kalshi posted a record $3.4 billion in a single week during March Madness. Combined monthly volumes across major platforms now routinely exceed $5 billion, and the platforms are no longer operating in isolation: they are embedding themselves into decentralised finance dashboards, mainstream investment applications, and the daily tools of millions of crypto users.
The integration into mainstream infrastructure is visible at multiple levels. MetaMask launched prediction markets on mobile in late 2025, powered by Polymarket, turning event contracts into a standard feature of the crypto wallet experience alongside token transfers and decentralised exchange trades. Prediction market data has been integrated into the Google Finance platform. Robinhood has added access for retail investors. ARK Invest has partnered with Kalshi to build research workflows that use prediction market data as a source for real-time sentiment analysis. A $35 million venture capital fund backed by the chief executives of both Polymarket and Kalshi signals institutional conviction that this asset class has arrived.
The regulatory picture is evolving. The US Commodity Futures Trading Commission's approval of Polymarket's amended designation, permitting the platform to operate under federal exchange rules for the first time, was a watershed moment for the industry's legitimacy. Kalshi's subsequent National Futures Association registration for margin trading further advanced institutional infrastructure. But below the federal level, the picture is fragmented: Nevada, Arizona, Massachusetts, and Washington have all moved to restrict platform access, and legal disputes are accumulating as different jurisdictions classify these platforms as financial instruments, gambling products, or something in between.
Beneath the headline volumes, structural challenges persist. On-chain liquidity varies enormously across different event markets. Disclosure of Oracle data sources and the mechanisms by which real-world outcomes are fed into smart contracts to settle bets is inconsistent, creating opportunities for manipulation that enforcement bodies struggle to address. "Unlike traditional futures, you're trying to prove someone manipulated a price tied to a real-world outcome," noted Braden Perry, Co-Founder and Partner at Kennyhertz Perry. "That creates a lot of legal ambiguity."
The 2026 FIFA World Cup, scheduled for the northern summer, is widely anticipated as the first major stress test for prediction market infrastructure at a sustained global scale, an event capable of generating the kind of simultaneous, high-volume activity that will reveal whether the protocols underpinning these markets are genuinely robust or whether they have not yet been pushed hard enough.
Strategic Implication
The prediction market sector illustrates a pattern that recurs across multiple areas of digital infrastructure: distribution has outpaced protocol maturity. The platforms are accessible to more users, integrated with more systems, and attracting more institutional capital than at any previous point. Still, the underlying infrastructure for risk management, Oracle integrity, and regulatory compliance has not kept pace. For regulated financial institutions evaluating whether and how to engage with prediction markets, the key framework question is not whether volumes are impressive (they are) but whether the infrastructure is reliable enough to support institutional-grade positions without unacceptable legal and operational risk. That question does not yet have a clearly affirmative answer. The organisations best positioned to benefit from this sector's growth will be those that build the protocol infrastructure it currently lacks, not those that ride the distribution wave.
Google Whitepaper Accelerates the Quantum Threat Timeline for Bitcoin and Cryptocurrency
A landmark whitepaper published by Google Quantum AI on 31st March has fundamentally shifted the industry's understanding of how quickly a sufficiently powerful quantum computer could break the cryptography protecting Bitcoin, Ethereum, and most major cryptocurrencies. The paper's central finding that breaking the elliptic curve cryptography underpinning these systems could require fewer than 500,000 physical qubits, rather than the millions previously estimated, represents a roughly twenty-fold reduction in the assumed resource requirement and has triggered an immediate reassessment of timelines across the cryptocurrency and cybersecurity communities.
To understand why this matters, it helps to understand the nature of the threat. Every time someone sends Bitcoin, they reveal their public key on the public blockchain. Under normal conditions, deriving the corresponding private key from the public key would take a classical computer longer than the age of the universe. The mathematical problem involved, known as the Elliptic Curve Discrete Logarithm Problem, is computationally intractable for conventional machines. But a quantum computer running Shor's Algorithm, first described by mathematician Peter Shor in 1994, can solve that same problem exponentially faster, provided it is sufficiently scalable and stable.
Google's paper, co-authored by researchers from the company's Quantum AI division alongside contributors from the Ethereum Foundation and Stanford University, describes two quantum circuits that could execute this attack using fewer than 1,200 logical qubits and around 90 million computational operations. On a superconducting quantum architecture with conservative engineering assumptions, this translates to fewer than 500,000 physical qubits. Google's most advanced chip, Willow, has 105 qubits. The gap between today and a machine capable of breaking Bitcoin's cryptography is real, but it is closing faster than the research community had assumed.
The paper classifies quantum attacks into three categories, each with different practical requirements. On-spend attacks target transactions in transit: when Bitcoin is broadcast to the network, the public key is briefly exposed in the mempool before the transaction confirms. Bitcoin's average ten-minute block time is the window an attacker has to work with. Google's paper estimates that a quantum computer could complete the attack in roughly nine minutes and, with parallel machines, could do so reliably enough to beat the original transactions to confirmation. At-rest attacks are less time-sensitive, targeting dormant wallets and reused addresses where public keys are already permanently exposed on the blockchain. A slower quantum machine is sufficient. A third, more exotic category of setup attacks would exploit protocol-level weaknesses to create reusable vulnerabilities; Bitcoin appears immune to this class, though Ethereum's data availability mechanisms and privacy protocols are not.
Justin Drake of the Ethereum Foundation, who joined the paper as a late co-author, described his confidence in "Q-Day", the point at which a quantum computer can recover a private key from an exposed public key, arriving by 2032, as having "shot up significantly." He estimates at least a 10% probability that this occurs by that year. Binance founder Changpeng Zhao offered a measured perspective: quantum computing should not be viewed as an existential threat to cryptocurrency, but as a technical evolution requiring coordinated upgrades. "Encryption methodologies can evolve alongside advances in computing," Zhao said, whilst acknowledging that the transition process will be complex, requiring alignment across developers, validators, exchanges, and wallet providers.
The response from the two largest cryptocurrency ecosystems illustrates very different governance cultures. Ethereum has spent eight years preparing for exactly this moment, with a dedicated post-quantum security hub at pq.ethereum.org, weekly test networks, and a roadmap targeting full migration by 2029 across four scheduled hard forks. Bitcoin's first step arrived in February, when BIP-360 was merged into the official Bitcoin Improvement Proposal repository, introducing a new output type that hides public keys and accommodates future post-quantum signature schemes. But BIP-360 does not replace existing cryptographic standards; that requires further proposals and broader consensus in a community that, as the years-long debate over the 2021 Taproot upgrade illustrated, treats technical urgency with characteristic deliberation. Google has set 2029 as its internal deadline for migrating authentication services. Bitcoin has no central authority to set deadlines at all.
Strategic Implication
Google's white paper is the most significant single development in quantum cryptographic risk in several years. It does not change the immediate threat level; no quantum computer capable of executing the described attack exists today, but it materially compresses the planning horizon. For institutions holding digital assets in significant quantities, the practical implications are immediate and specific. Bitcoin held in addresses that have previously sent transactions has exposed public keys on-chain and represents the highest-risk category; moving funds to fresh, never-used addresses reduces (though does not eliminate) exposure. More broadly, any institution with long-term custodial exposure to cryptocurrency assets should now treat post-quantum migration planning as an active component of its technology risk framework, rather than a future consideration. The NCSC's 2035 migration deadline for critical UK systems represents a planning horizon, not a comfortable deadline. For cryptocurrency systems with no central governance authority, the coordination challenge makes early action considerably more valuable than late action under pressure.
CONCLUSION
This week's edition is defined, above all, by the transition from anticipation to consequence. The energy crisis entered its physical phase. The AI agent governance crisis moved from academic concern to a documented operational incident. The quantum computing threat to cryptocurrency has advanced from a theoretical scenario to a measurably closer reality. Across five domains, the week's events shared a common structure: risks priced as contingencies became actualities.
The Hormuz closure is the most immediately consequential development for organisations of all sizes. The cascade from energy prices through fuel costs, fertilisers, chemicals, plastics, and food prices means that the economic impact is broader and deeper than a simple "oil price spike" framing suggests. Organisations that have not yet conducted scenario planning for sustained oil prices above $100 should do so this week. Those that have already invested in energy efficiency, renewable procurement, or the electrification of transport fleets are better placed, and the current crisis is likely to accelerate adoption among those that have not.
In artificial intelligence, the juxtaposition of record investment and documented governance failures is striking. OpenAI's $122 billion raise reflects a genuine, justified belief in AI's transformative potential. The AI agent incidents documented this week reflect an equally genuine gap between the pace of deployment and the maturity of the oversight frameworks governing what these systems can do. Closing that gap is not merely a risk-management exercise; the US AI Accountability Act signals it is becoming a legal requirement.
The deepfake fraud picture and the Google quantum whitepaper both point to a common insight: the security architectures that the financial system has built over decades were designed for a world in which forging a video was science fiction and breaking elliptic curve cryptography required computational resources that did not exist. That world no longer exists. The organisations that respond to this change systematically rather than reactively, one incident at a time, will be materially better positioned over the next three to five years than those that do not.
The common thread, as in previous editions, is the compression of time between innovation and consequence. The pace of change across AI, cybersecurity, energy, digital infrastructure, and quantum computing continues to outrun the regulatory and governance frameworks designed to manage it. Staying informed matters. Acting on that information, systematically and at pace, is what the current environment requires.
